Community Action Agency of St. Louis County, Inc.: Community Action Agency of St. Louis County, Inc. (d/b/a CAASTLC) is part of a national network of federally funded Community Action Agencies (CAAs), created by the Economic Opportunity Act of 1964. The second phase will focus on engagement of the community, business leaders, and policy makers in order to mobilize support for implementation of recommendations made in the initial phase of the work.
